He is committed to ensure that the Port provides high quality and responsive services to the Port Community, and hence the country.
Additionally, Mr. Williams served in several capacities in the Port prior to his move to the United States of America, including being Training Manager, Human Resource Manager and also lecturer in Economics at the University of Liberia and in 2014 he was appointed as Deputy Managing Director for Operations.
Mr. Williams has worked in the United States of America, especially, in New York and New Jersey as Senior HR Executive and Financial Business Administrator for over 20 years. David holds a Master of Science Degree in Human Resource Management and Industrial Relations from Gonzaga University in Spokane, Washington. He also holds a Masters of Arts Degree in Economics, specialization Micro-Economics from the University of Oregon, Eugene, Oregon. He is also certified as SPHR (senior professional in human resources) by SHRM (society for human resource management) of the United States of America.
In 1988, Mr. Williams attended the International program for Port Planning and Management and obtained a Diploma in Port Management Training from the University of New Orleans, Louisiana, United States of America,
Mr. Williams has professional certification with HCI (Human Capital Institute/Talent Management) and World At Work in the United States.
Mr. Williams was awarded the certificate of Excellence in June 1995 by the United Way of New York City. He was also awarded a certificate by the Governor of New York, Mario Cuomo the Decade of the Child.
Mr. Williams in recognition of his outstanding professional and civic achievements, the WHO’S WHO Historical Society presented him with a certificate and commemorated his achievements in the 2001 edition of International WHO’S WHO of Professionals.
